- First semester/year at a participating institution and discipline, including eligible first-year MBBS/BDS students.
- Monthly family income below PKR 350,000 for public institutions or PKR 500,000 for partner federal/private institutions; e-stamp affidavit required.
Academic minimums
- Public MBBS/BDS: at least 80% Intermediate.
- Public university sciences and partner federal/private university sciences: at least 70%.

Continuing students have different annual-exam/CGPA conditions. Institution participation, other funding and all portal rules must also be checked.
HEC Need-Based Scholarship
For financially deserving students at participating public universities. Medicine and Pharm-D may be supported for the full program where included by the institution.
The published scheme covers university fees and a PKR 6,000 monthly stipend. Self-finance admissions are excluded; funding and available disciplines depend on the institution.

Universities may offer academic merit awards, need-based aid and other fee concessions.
For example, UCP publishes a scholarship policy for its programs, with continuation conditions. The amount depends on the applicable category and review.
